     The Ministry of National Defense (MND) stated that at 07:46 today (21st), the CCP carried out a satellite launch mission on a carrier rocket at the Xichang Satellite Launch Center in Sichuan. The flight path of the rocket passed through the southwest air defense identification zone of Taiwan, and headed toward the western Pacific. Since its altitude was outside the atmosphere, it posed no harm to the Taiwan region. The Armed Forces adopted joint intelligence, surveillance, and reconnaissance systems to closely master relevant ballistic dynamics, trajectories, and other information to provide appropriate warning and response.

In response to the passage of "The Emergency National Security Supplementary Appropriations Act of 2024" by the House of Representatives, the Ministry of National Defense (MND) stated that the entire case includes three assistance bills for Israel, Ukraine, and Indo-Pacific security, and four bills that encompass legislation for "Strength for Peace in the 21st Century", which compels TikTok to separate itself from parent company ByteDance of China. These bills will be sent to the Senate for vote and then signed by President Biden before they take effect.

The MND stated that it expressed its gratitude to the US Congress for having rendered approval for appropriating US$8.12 billion to ensure peace and stability across the Taiwan Strait even in time of intensified conflicts in the Middle East and persistent Russian military aggressions in Ukraine. The amount of US$1.9 billion in the bill is earmarked for the US Department of Defense to assist Taiwan and regional partner countries, including replenishing military equipment and supplies by the US Department of Defense for Taiwan. Such aid will also be used to furnish military services, education, and training by the US Department of Defense for Taiwan, and employed for other needs at the request of the US should other countries provide assistance to Taiwan. Such budgetary stipulations demonstrate the "rock-solid" backing of the US for Taiwan.

The MND emphasized that it will coordinate relevant budget utilities with the United States through existing communication mechanisms in the future, and strive to strengthen combat readiness to ensure national security, peace, and stability across the Taiwan Strait.

The ROC Constitution stipulates that the ROC national defense aims to defend the nation's security and safeguard world peace. Under this, the nation's defense concepts, military strategies, military buildup, and objectives are formulated to prevent conflict. The current international situation and changes to the possible threat to the ROC are also taken into consideration in the making of defense policies at the current stage. The basic objectives are "preventing war," "defending the homeland," and "countering terrorism and responding to contingencies." The higher strategic goal is "effective deterrence, resolute defense" with the establishment of a quality self-defensive force capable of counterattack. In order to maintain Cross-Strait stability and avoid a military imbalance in the Taiwan Strait, the ROC government is calling for the establishment of confidence-building measures (CBMs) and a code of conduct on the one hand, and, on the other hand, has been constructing basic defense forces and counterattack capability to safeguard the territory without engaging in an arms race with the other side.
